New user here (I finally signed up as a member just to reply to this post). Thank you all for your helpful posts and data gathering. I've been a dedicated users to many car forums (WRX, Miata, Boxster, Subaru FXT, etc) - and this Ranger is my newest venture. 
After recommendations found throughout this thread I bought the following:
Fog lights: Auxito 12k Lumen H11 - https://www.amazon.com/gp/product/B07TQLGGBR/ref=ppx_yo_dt_b_asin_title_o01_s00?ie=UTF8&psc=1
These fit perfectly inside the fog light housing, as expected. The LED's are positioned at 9 and 3 o'clock. Beam pattern looks about as good as stock (which is pretty scattered to begin with). Brightness looks to be at least the 2x stated in the amazon rating. Was a bitch to get my hands up behind the FX-4 bumper and remove the lights like others have mentioned.

I decided to try a different brand for the highs/lows for research. The designs are actually pretty similar - but The biggest difference is that the fan exhausts out the back of the unit as opposed to the top like the Auxito's do. I can confirm that the low beam H11's fit fine with the dust cover fully seated. No flicker when running as DRL. Here's a picture of stock compared to Autoone lows. The beam pattern is very similar, but again, much brighter than halogens. The LED's are positioned at 10/4 and 8/2 and these are not adjustable. But it doesn't seem to have a huge affect on the spotlight or beam pattern. I don't have a great place where I can park my truck on a flat surface looking at a wall 10-15 feet away. So the garage door about 3 feet is as good as I can get right now.
However I couldn't get the 9005 highs to fit. It seems like the round part of the "shank" wouldn't fit into the very tight tolerances in the ranger's headlamp bowl area. I could look into the front of the headlight and see that the light wasn't sliding all the way through into the housing and seemed to be catching at the base of the shank part. Has anyone had this issue with the Auxitos? Or are these just maybe a few millimeters bigger, and catching? Should I try without the rubber washer to see if that's causing some interference? (im pretty sure it's the meal base though) Unfortunately I scratched one up trying to get it to fit... so i don't think I can return them.
