Same as any mfg decision: Cost. Solid acorn lug nuts are more expensive. Getting a class 'A' finish and plating is more expensive than a shiny sheet metal cap.
My gen 1 Durango had them. I did my own rotations. Several times the caps stuck in the socket. I finally said FI, and used two sockets. A smaller one for the naked lug nuts. Buy this time the rest of the Durango wasn't so pretty anymore.
Having worked at Discount Tire for the better part of a decade, Dodge was, by far, the worst on lug nuts. When you worked on a Dodge, you recommended lug nuts. They got stuck in the sockets all the time. Annoy as hell.
