That is how all leaf springs are made. The second spring rests on the main sprig. Yes it is a somewhat common failure point. Seen it off road a lot, and on job sites.I actually think that's a design flaw.
When the parabolic spring is loaded there is nowhere else for the load to be resisted except at that very point where it failed.
The load is concentrated there at the place it failed.
