I came back from Atlanta today, tried to refill the window washer reservoir and couldn't open the Ranger hood. Is there a magic decoder button or am I screwed?

Kick the left rear tire, then wiggle the antenna twice, and slam the tail gate up and down. (You may have to remove the tailgate damper).

That's what I expected - the typical Ford service response.
Sorry, I've been unable to duplicate your issue.

Seriously, what is having a problem? Does the hood not go up when you pull the hood lever? Or can you not find the safety latch after it goes up? Or is there some other issue?

Step 1: Pull hood release at bottom of dash left of steering wheel.
Step 2: Exit truck.
Step 3: using right hand lift hood slightly.
Step 4: Insert left hand under hood and feel release lever.
Step 5: Move release lever. It only goes one direction.
Step 6: Lift hood.

Sheesh! Doesn't anyone read manuals anymore?

It's not operator error. I have been releasing hoods for 50 years. I know how to do it. The hood will not release when I use the latches. I was hoping there was a way I can reach the latch without the usual pull cable.

Have somebody push down on the front center of the hood while you pull the handle under the dash?

Tried that...had two people pull the in side latch, beat the hood, no result. The lever under the hood is free so its the latch itself.

just like every car i have ever owned. i find also letting air out of 1 tire and polishing a rim helps... don't polish all the rims, pick 1 and stick to it

LOL, I spent about 5 minutes trying to find the lever to release the hood latch. But, my hood did pop up when I pulled the release in the cab, it was just finding that tiny little lever.

That tool looks like something I'd see on "Saw"...maybe Texas Chainsaw Massacre! All I want to do is lift the hood for washer fluid - not bury somebody.
Its a Haligan tool also know as the"key" as it will open any door !! LOL
