How were you testing this without a trailer?
I installed mine, and don't have a trailer to test with -- I get no lights, unless I double click on the knob, which brings about the pulsing blue glow you were referring to. I can't get it to do anything else.

It makes the truck think there is a trailer attached. If you are getting the pulsing blue light, in all likelihood you are good to go.

I tried one of those first but had no success testing the brake controller.

Just to check, does that tester have the required load to wake up and activate the brake controller, and test its braking functionality? It's a small package, so hence wondering

all it does is light LED's when actions are taken (e.g. press brake pedal, turn on indicator, enter reverse)
