Why won't service deparments at 2 dealerships program my genuine Ranger keyless keypad?

Stick it inside the fuel door.

I remember seeing a photo here on the forum where someone placed it there. I don't want it just for emergencies, I'd be more likely to use it on a daily basis so rather not deal with the gas flip door. I'm leaning towards putting it on the driver's side rear door pillar.

I have not done this since 2011 but at that time, I added my own keypad, I don't think they've changed much?? Mine came with instructions on how to pair it with your vehicle. A quick internet search shows how to do it as well. https://faroutride.com/ford-keyless/
This process does NOT apply to the Ranger (and most likely not too many current models, if any).

As previously said, the keypad must be dealer programmed, unlike previous models such as my 2012 Focus, which I programmed myself.
I also am wondering if, for the CYA reasons already mentioned, that the dealer programs it before installing it, for the exact reasons of possible faulty unit.

Sorry to hear of the difficulties.
I had the same request to my local dealership, and I asked them to NOT mount it (I also placed it in the fuel door as above).

They had no issue with programming an unmounted keypad, and without mounting at all, although it was the standard expensive $150.

Both dealerships told me it has to be fastened on the vehicle to program it, so it didn't sound like they would program it before installing.

The dealer's service dept. had no problems programming mine and left in the drivers seat.
I mounting mine inside the fuel door had to take off the bezel for proper fitment. The fuel door is not locked so it is accessible anytime and not stuck on the outside for a little stealth look.
I had also did most of the programming in ForScan up to the 128 bit encrypted code entry.

I don't know the procedure, but I would think it would be easier if you had it in your hand while programming.

But probably is the same as most shops not wanting to install parts you didn't buy there.

The add-on button pad should have come with the programming instructions in the box.

I had a shop do it, not the dealer, if they have the right equipment any shop can do it.

I was a shop that worked on a lot of Fords.

My dealer activated it left it in the box for me to install. I was a little set back but worked out as I got to place it where I wanted it.

First thing that come to mind for me, and I could be totally off, because I am not quite sure how it would work, is that Ford dealers are not to install keypads not attached to vehicles for liability reasons.
Someone comes in with a keypad and truck they want programmed, and later does something to get access they shouldn’t have? Like I said IDK ??‍♂. Makes me wonder why they don’t provide proof of ownership to the vehicle for keypads or even regular keys?
