I keep road flares and safety triangles in my Scab cubbies. These are things I would rarely, if ever use, because as you said, removing the seats is cumbersome (well, not too bad but Cheech has his mega mattress on top of it).The supercabs have them. One is filled with the scissor jack and wrench for tire changes, the other is empty. Issue is you have to remove seat bottom to get to them. I leave mine off along with headrests. They're decently deep, I keep a few bungie cords, ratchet straps, shackle, and 30ft tow strap in the one. Even have lids too.
And, because this is a pickup truck, we shouldn't overlook that the bed is made to carry stuff, so, to me, under seat cubbies are a bonus and not a main feature.
