The >PA66< indicates the material is PolyAmide 66, so Nylon.
My guess would be a hole cover for one of the small holes in the bed. Look up under the edges, and you may find it.

it must have been part of something with a worthwhile purpose for ford to not only brand the part with a logo but put an id # on it.

So, if they delete a tie down, but add a plug, doesn't that cancel out the missing parts in the "delete list" ???You're all wrong! It a plug for the deleted bed tie downs.
Or should we start a "added parts you didn't know you had on/in your Ranger"

Looks like the same shape as the larger rectangular holes along the bare bed rail. Maybe a plug that is removed when the rail caps are put on?
