In most, if not all states, pulling two trailers is legal, if the first trailer is mounted with a kingpin to a fifth wheel. The photo shows that obviously the first trailer is mounted to the truck with a ball hitch.

Always been a gripe of mine that I had to test to qualify for a Doubles Triples endorsement on my CDL, but Joe camper can ride the subway to work all week and pull a gooseneck trailer and boat on the weekend.
