Forscan is FREE. That’s the software side. The hardware side — Will cost a few bucks for the device/cord that connects a laptop to the OBD2 port. No — A dealer won’t deviate programming from factory. You might find an independent mechanic that will. Frankly it’s easy for anyone to do.
I already have a trickle charge coming from the motorhome to the truck's battery while it is connected through the electrical connection for the brake and running lights on the truck so there won't be a problem with discharging the truck battery. It's a pain, but you're probably better off running a wire from the motorhome to avoid the really bad outcome of running down the battery
That looks like the best way for me to go.I ran the wires for this to the battery, with a fuse in between, and put the outlet behind the center console. Constant power at all times. I also have a trickle charger running from the motorhome while towing to keep the truck batteries at full charge.

Thanks!I used this to get past the firewall. Stuck it through the large wiring grommet and the job took no time at all.

"with a fuse in between" was the most important part of what he said, just want to make sure anyone reading this in the future doesn't accidentally leave that part out!I ran the wires for this to the battery, with a fuse in between, and put the outlet behind the center console.
