I've seen these set-ups in Thailand. Odds are, he went out on a balcony and then shimmied his way over to where he is. He's lucky he didn't meet a python along the way; they regularly get fried making their way across these "paths" in various parts of SE Asia, and likely other places, too.

To be fair, he also has an inordinate amount of confidence in the strength of the ribbing for a convertible top on a dealer-advertisement-plated vehicle that has the tail-light held together with Tuck Tape. Altogether, definitely a Nobel candidate, here.
