I found it under the passenger seat. I bought the truck from a dealer, preowned. The U-bolt is too narrow for the leaf spring or the tow package hitch.

As @VegasP11 says, it looks like a hitch receiver anti-rattle clamp. Since it’s too narrow for your 2” receiver, the previous owner may have had a bike rack with a smaller, 1-1/4” hitch mount and an adapter. I’m sure the whole setup rattled like mad without clamps.

Exactly my situation with my Escape. The kids raced BMX for years and the 1 1/4 receiver was slightly too wide for the bike rack and it would bang back and forth on the highway.

Actually, it's a Thing-Ah-Ma Bob. It's to keep your trailer thingy from chattering. I got one from TEMU. I don't know why I have never pulled a trailer. I guess it goes well the trailer package that came with my truck that I've never used.

Thanks, everyone. It does fit over the drawbar, so your explanation makes sense. I hate that clunking while towing.
