I'm actually a little down right now. It looks like if I win the wheels, my tires wont fit. I've got a 275/70R17 on my stock wheels. The wheels I might be winning are 17x9.5". The recommended rim width for those tires is 7.5" to 8.5"

275 mm is 10.8". A 10.8" wide tire will be fine on a 9.5" wide wheel. I wouldn't worry about it at all. As long as the tire is wider than the wheel, you will be fine. There is no safety concern. The bead will hold to the wheel with no problem. Stupid ricers do that stretched tire thing all the time.
