Maybe someone who knows more details will chime in, but yeah, the vehicle needs to have the capability to start the engine using an electronic signal and not just the physical ignition switch. The confusion might be whether all Rangers have this fundamental ability. It's possible that they do because they all have auto start-stop, which already requires the vehicle to be able to start itself without any physical user input. The Fordpass part may also require a certain level of electronics, like sync3 or something like that, I don't know. I can certainly believe that the website is not clear about it. From my experience, even the dealer sales people can be uncertain about some of these things - there are a lot of different combinations of features out there.
EDIT: In our own case, we knew the key-fob version was included with one of the tech packages we ordered, but we didn't know that Fordpass would have that capability. We're still glad to have the key-fob version, because we sometimes use it when we're camping or hiking and out of cell phone range, but the Fordpass version is a nice addition.
