I don't think the semi is stopped. I had to watch it a couple of times, but I'm pretty sure that you can see his wheels turning; particularly the front-left, just as the other truck passes him. He might have been going dead-slow, but I don't think that he's stopped.
I watched it several times myself. Hard to tell on a small screen. I was also checking to see if his 4 ways was on. That would have given the pickup driver a warning well in advance.
This is EXACTLY what happened to my Nephew and his wife travelling on I-81 south in Virginia. F350 gulling a large long horse trailer blew a tire and crossed the medium hitting them head on. Both badly broken up. His wife very nearly died and was hospitalized with a shattered pelvis, ribs, legs, and one arm broken. She was belted in with her feet on the dash... sleeping. They had to cut them both out of the car. Took her over a year and countless operations, to recover, and 5 years on she told me she is in constant pain. They were 25 years old when it happened.
Chinese honor students are treated like sports heroes are here in the USA. It is very competitive, it is up or out, and during testing days the streets around the schools are blocked to maintain quiet.

You know that Raptor was going at a high rate of speed in order to get wedged in like that. Almost came out the other side.
