Being that the Ford FDRS has a specific tab to program it (new install) its a dealer install, unless you do the trial 2 /3 day use of the FDRS software, but note however it requires a J2534 compliant passthrough cable - the OBDLink EX is not a compatible cable, the cheapest cable outside of cables that come with scan tools such as Snap-On or Topdon is about $500 If I recall.
It would be the Mongoose cable - I have that part number somewhere

For the purpose of correcting something, I found that some aftermarket scan tools can perform the keypad programming to the truck - I just overlooked this option (tab) when I was connected in the past.
So it is not a - Dealer Only function and can be done with a aftermarket scan tool that has it.
Since the key question was - Can you do it with Forscan? so far NO unless they implement this tab into the software of it at a later revision date.
This is my TopDon scanner - BCM special functions list

Sometimes the scan tools will limit any Key Programming to specific scan tools geared for it and also have the tech signed in to an authorized licensed and registered sight, sure most will allow add ons (exrtra FOBs) but for a initial new program the tools have limits sometimes without a registration code (licensed tech)

With this having a (Tab) its a automated program to get it initiated, that is what Forscan is missing, from just playing with it, it appears to be the same as the FDRS guided direction to set it up.
