Korea used coin cart locks for many years. Needed a 100 won ($0.07) coin to release the cart from the stack. They became an inconvenience as everyone began using credit cards and found they had no coins... and no change machines available.I saw Tucker Carlson grocery shopping in Russia. The cart there had a coin operated lock on it. You deposited a dollar coin in them, and got your money back when you returned the cart to the cart bin.
