There isn't the weight of the truck under the trailer for stability. One good 60mph gust of wind...
These have been around for a long time, and I’ve heard nothing but good from those who use them. A 60mph gust will blow a loaded tractor-trailer off the road. I’ve seen it happen in Palm Springs, CA. All of the normal towing safety rules still apply. It doesn’t increase the GCWR, but it does allow you to move something with a heavier tongue weight than the truck could handle alone.

Yes. They were pretty much an AMC Jeep Cherokee (XJ) mechanically, and got killed off soon after Chrysler bought them. the one in @Strobes post has been lifted. Stock, they rode higher than the Hornets they were derived from, but not much. They were also available in an attractive 2 door coupe:
