I do not know the U Haul system, but will offer up that if the "flat" washer is not really flat but is slightly bellviewed then this washer is actually slightly more effective than a split lock washer.

Back Story,

Young engineer...I had Engine Mounts and Accelerator Controls for all light trucks in 1975, 302 V8 engine mounts were always troublesome. Two bolt attachment to the engine block. I was forever dinged in durability vehicles for missing fasteners. They were, at the time, fine thead 3/8 x 24 with a grade 8 split washer. I needed a more robust attachment, but how? Can't add an attachment point like other engines with three bolts. So went to fastener engineer, Steve M (later Steve would work for me...but that is another story). He suggested a captive bellviewed washer fastener. I investigated this and got involved with a bolt manufacturer, who said they could make these new fasteners. Testing at the same install torque showed superior retention to the loose split washer design. I was happy and satisfied with the outcome....Plant liked them as they no longer had to pick up a bolt and then a loose split washer and install them....just grab a bolt and install...washer was along for the ride...

Best,
Phil
Great story Phil!

(actually Belleville washers...

all you need.
your welcome.

Unless you want a torsion hitch. Which is highly recommended as well.
