Do you think a 315/70r17 will fit under there?

Maybe, but it would be tight. Mine is a 285/75R17. With about 20% tread left.

Even if it fits, it might be too heavy for the chain winch/mechanism thingy. Mine would no longer lift my 275/70R17 (32”) General Grabber so I took it apart to see why and determine if it could be repaired - nope, toast.

They are made from very soft material, wrapped in cheap pot metal.

That was my main concern . Looks like it’ll be a bed mount…. Gonna have to finally spray the bed too.. but I’ll have a used gator bed cover to send to someone .. sucks though I liked having the bed cover..
I might be looking at figuring a wheel against the bulkhead with a strap and a topper (camper) pairing….
Anyway I have a spot to mount a air compressor now
