That funnel guides the long rod into the assembly that raises and lowers the spare.

I suggest practicing lowering the spare in your garage sometime. It will make it easier than trying to figure it out on the side of the road.
Yep, did that before my 1400 mile trip. It also makes you aware where the tools are located. Flipped the spare too.

Being one of those who lives in a heavy rain/snow/salt area, and having worked as a tow truck driver who saw many spare tires under PU trucks that were fkd, I take mine down when I install/remove my winter tires for a power wash then lubrication job on the lowering hoist. In the fall I also Fluid Film everything that the under-coating guys miss, including both sides of the spare rim, and all the electronics connections/modules.
