In my jurisdiction, repair time estimates are based on flat rate, if the total estimated cost is within 10% of the original, the repairer is not required to notify you.Where I live they have to charge you book hours. There is no negotiation after the estimate.
However, should it exceed that amount, Hawaii State law requires that they do notify you, it's purely up to you to stop or proceed with the repair.
