I am wondering if there is a blocked spline as there on many Fords, that precludes installing the steering wheel incorrectly at the the plant. If not a blocked spline, they why did not the dealer pull and reindex the wheel? I think something is bent in the steering system.

I would agree. Two different dealers have tried to reindex the wheel a total of 6 times now with no improvement. If anything it's gotten worse.
This is a photo of the angle at which the wheel needs to be held to drive straight. This on a straight, very flat road.
