What good is a water-saving (1.2GPF) toilet if you have to do follow-up flushes? Someone on here mentioned special ordering a sort of mega flush toilet to fix such an issue, but I can't find the post.
I have tried numerous things to avoid a second flush, clean the holes in the top of the inside of the bowl, adjust the float to allow maximum water fill, even holding down the flush lever to allow the tank to completely empty. If I dump a bucket of water directly down the toilet, it flows through just fine.
Any suggestions before I replace it with the most water-wasting toilet I can find? I have a slightly older toilet in out spare bathroom that flushes like a boss.

I hate those toilets too and it sounds like there's something wrong with either the toilet or the water pressure. Have you tried snaking the toilet out? One of mine in AZ started doing something similar and I bought this snake and it cured it. Best $65.00 I've ever spent.

Yes, I have one of those. I have damage to the porcelain in the bottom of the bowl from snaking the hell out of it, even with the protected 90. And as I mentioned, I can throw about 3 gallons all at once from a bucket and it flows right down.
Maybe I need a faster flowing valve.

My house came with one of those toilets with the 2-option flush tank.
I hate that thing.

Well the obvious answer ? is ...(can't believe I have to put it in print, especially here) ...
Wait for it ...
...

Your toilet needs a Spritz of 303 !
It helps everything slide down you see!
Doesn't really matter if it's poop or pee,
Or even legal papers when they notify me !

Was this new construction? My in-laws where having issues with the flushing of one of their toilets, Ended up removing the toilet and finding that contracters had put trash in the drain. Somehow it wasn't a full blockage, but the water would not flow good enough to "suction" the bowl like it should.

@AzScorpion , unless they have a commercial toilet, water pressure is not the issue, just about every residential toilet I've seen is a gravity dump system. The key is that the first dump from the tank gives enough water fast enough that was the water goes over the drain peak behind the bowl it creates a second gravity dump that pulls the bowl water into the drain. Then as the tank refills it also refills the bowl with the hose that directs water into the tank overflow tube.

Edit: I see you said three gallons goes right down, but does it to the gurgle at the end of that water draining as it pulls that water down to the bottom of the bowl? Could even be a crack in the top of the drain area that allows air into the drain behind the bowl, since air can move through little cracks fast could prevent the secondary action.

For the record, I had been traveling to Europe for work about the time our house needed the toilet replaced and had seen several nice dual-flush models over there. I went with one of the dual-flush modes from Kohler, was about 2011 and looks similar to the one they call Saile. It's been good, House already has PVC (or some other white plastic looking stuff) drains from previous owner that updated a lot of it from the old 1960 installed drains. I replaced the wax donut ring to get a good seal. I've been happy with it. The biggest issue is if my wife or son use too much paper or press the wrong button.

You might (depending on mfg) be able to "cheat" the fill valve and get it to hold more water in the tank, may have to extend the fill tube if it's cut short also ...

Yeah, it just sounded strange because there's really only a couple things that can effect draining, a small blockage and water pressure are usually the most common. Seeing as he can dump a bucket of water down and it drains good it sounded like it might be the water flow from under the inside rim. This happened to me and dumping water down it flowed just fine. I had to take a tooth pick and clean out all the holes underneath the rim, they were full of calcium build up and the water wasn't flowing out of the small holes good. That and running the snake down cleared everything up.

We got one of the American Standard Champion toilets - heard good things about them and it does work really well - this is the toilet that they say will flush a bucket of golf balls:

I think I fixed it!
After watching several YouTube videos, all suggesting the basic things, water level, proper flush valve adjustment etc., I finally watched a video that mentioned the siphon jet, and how to clean.
The siphon jet is that hole at the very bottom that points rearward. I immediately felt some build up at the very edge of the hole, then I ran a now dedicated siphon jet brush (formerly a water bottle straw cleaning brush) up into it and got some more build up out. It hasn't flushed this good in quite a while.
I also learned some ways to help keep those jets clean, vinegar, CLR etc.
Keep your siphon jets clean, y'all!

Try a stool softener.
