Well finally got my key programmed - by a locksmith
He tried using the 2 key method 1st and it didn't work for him either. So $30 and the programming tool hooked up to the truck.

Maybe XLTs with remote start cant use the 2 key method....

So you have 2 unique keys for sure now, right? If so, you could always try to add a key to verify.

Yes - my thoughts exactly. I will wait for a deal on a remote start fob

Just wanted to share that I bought 2 keys from ebay (these ones https://www.ebay.com/itm/184502556385 ), and then had a local locksmith cut it. Tried ace, HD and they couldn't cut it given the shape of the key. cost $29 to cut each one, so $100 all in for 2 extra fobs.

To program i did just as described.
1. Insert first key, turn to second position and wait for chimes to stop.
2. remove and insert second key, turn to second position, wait for chimes to stop.
3. remove and insert new key, turn to second position. the dashboard lights will flash, doors will lock (presumably testing it?), and then it will say "key programmed successfully.

I was able to have all 4 keys working. tested ignition on all 4, and all 4 lock and unlock remotely.

Now I can rest easy about carelessly losing a key and being unable to source my own replacement without paying through the nose at the dealer.

Also, on topic: I did not have a key code. the locksmith used a tool that effectively traced (via a linkage) the original tool as it cut the copy.

yeah, 29$ seems way too much per key but it seems they get what they want. it takes literally 1-2 minutes a key. where i got mine cut, i literally was only asked to pay 10$ to cut 3 keys we had brought to the guy. 10$. I ended up giving him $40 for the three cuts and he was shocked. i am going back to have him cut 2 more for me then i will have 6 total so i should be good forever.

my gf just bought a car and it just came with 1 key. she has to take it to him and he will be able to create a 2nd and third key but he has to interface with the car. That's gonna be fairly cheap too. seems good, honest, fair locksmiths are hard to come by now. They all want to pay off their machines in very few cuts and then become rich, and famous. I called around here just for giggles- ace wouldn't cut my key, you have to buy from them and it's like $100 for a $40 fob. another local locksmith would cut my key that i brought. for $40. i wish i could work 2 minutes and make $40. That's $1200/hr. The guy i used is in a small town and something tells me, he is still making money cutting 3 for 10$. Shame on these crooks.

To update you all on the remote start, flip Key Fob saga
After lots of help from OP Bill and @JimH i ended up programming my key at a locksmith. The 2 key method did not work.
After getting an extra fob from Jim (THX!) I decided to try all 3 of my keys rotating in to the 2 key method. Just to see if maybe one of my original keys was not original (bad copy, clone whatever!).
I did this by swapping out my key blades into the new key and then tryinmg both fobs with my 3rd key I just got programmed. Still no luck. At this point I am convinced that remote start, flip Key Fobs are not 2 key method programmable.
Please anyone who has a remote start, flip Key Fob and is successful at adding a key, please post how you did it!

So I at least found a locksmith in the Raleigh area that will cut and program for a MORE reasonable price - $50

Just an update. I ordered another fob and another sunny key with chip. Had my locksmith cut them- charged me 10$- and I was able to program them using one original and one that he made 2 weeks ago or so. Now I have 6 admin keys. Lolol. And they all start the truck.

Found this is the 2019 Ranger service manual.
Process is exactly what I tried and others have tried and succeeded.
Maybe some have customer spare key programming enabled. and I do not.
Service Manual said:
Key Programming Using Two Programmed Keys
NOTE: A maximum of 8 ignition keys can be programmed to a vehicle equipped with a passive antitheft system (PATS).
1. NOTE: This procedure works only if 2 or more programmed keys are available.
2. NOTE: This procedure only works if the customer spare key programming is enabled.

3. Insert the first programmed passive anti-theft system (PATS) key into the ignition and turn the
key from the OFF position to the ON position (maintain the key in the ON position for
approximately 3 seconds).

4. Turn the first key to the OFF position and remove the key from the ignition.

5. Within 10 seconds of turning the key to the OFF position, insert a second programmed passive
anti-theft system (PATS) key into the ignition and turn the key from the OFF position to the ON
position (maintain the key in the ON position for approximately 3 seconds).

6. Turn the second key to the OFF position and remove the key from the ignition.
7. Within 10 seconds of turning the second key to the OFF position, insert the new,
unprogrammed passive anti-theft system (PATS) key into the ignition and turn the key from the
OFF position to the ON position (maintain the key in the ON position for approximately 6
seconds).

8. Turn the new key to the OFF position and remove the key from the ignition.

9. If it is desired to program additional keys, repeat steps 3 - 9 for each additional key.

Are you going to go to your dealer and have it enabled?

I assume they will charge me $100, so no.
I have 1 more Key to program, I may ask my locksmith if he can check if its enabled or disabled and if he can enable it.
Was also going to go into to ForScan and see if its even listed

I also noticed that the guys that could use the 2 key method are 2020 and 2021, Mine is 2019, so maybe a change Ford made after 2019

Update!!!! Success!!! Got the key fob off Amazon for 40$. Got a chip key off Amazon as well for 20$. Had my local locksmith who laser cuts, cut the keys to match original. Then I programmed using my ignition!!!! Mine is a 2021. I put the first original in ignition till the airbag light went off, inserted next original and waited same then inserted new fob. Success! Message comes up saying key programming successful. I then used my new fob I just programmed to program the new chip key that doesn't have a fob. Same way. Worked!!! So u don't need both original keys. In fact, as long as u have two, u r golden. Ford wanted 250$ for just a fob lolol. My guy wanted 10$. Total. He even did my girlfriends fob and made a key to just open doors as she only has one key and the car wasn't there. I gave him 40$ for all of it.
Thanks, I order a fobless key from carkeys express a while back. I just got around to having it cut but didn't want to pay the extra expense to have it programmed. I was really just needing a dumb key to lock and unlock the doors, but since programing this way was free I can't argue with that.

So after having six admin keys, trying to program a seventh, I get "max number of keys learned ". So I am guessing six is the max or maybe one needs to be made into a mkey first. I dunno. Any ideas?

I've seen a lot of posts about how-to program using 2-keys. But what about if I just have one key? I'm not the kind of person that would ever loose something. But I can't find my second key/ the metal key code on it anywhere. It can't come at a worse time since I'm trying to sell it and I know the buyer will want a second key. Is there a way for myself to get a second key programed? I have the keyless entry/push button fob. Is there a part number someone has for a blank? I also have Forscan if it can be done through that. Thanks.

My fiance bought a used ford car with only one key. She had to drive the car to our locksmith who then programmed a key she bought off of Amazon. The key was like 30$. The guy charged 10$ to cut the key and program. Most don't so that that cheaply. Most will try to charge you 200$ for a 10 minute job because they can. So sad how greedy people have become.
Call around a find an honest locksmith who will cut and program it for you. Mobile ones are usually sky high. Find one with a workshop. Get the key off Amazon. Good luck.
