Do not ask me why as I do not work for Toyota(and never plan to) but in order to set the hubs in locked 4x4 mode(and back to auto mode) you have to use a supplied tool or socket and ratchet/breaker bar.........
Apparently the dial like a manual locking hub is too hard to use.and not allowed any more......
