I don’t have a 5th wheel, so am not much help other than to say there are a few trailer forum folks towing smaller 5th wheels with the Ranger.
Would you be kind enough to point me to a board you know that has one of these folks? Thanks in advance.

I agree if you maxed out at 7,000. The empty weight being 5,600 leaves alot carrying weight. I only plan on max 4 day trips so figure max of 1,000 lbs or 6,600 going down the road.

Ford, as others gives you a good safety margin. LT tires for example have a 10% safety margin, the they figure you are overloading the tires by 10% all the time.

That being said, I don't think you should exceed those routinely.
What is the tongue weight tho, the tow cap is one thing but the tongue weight is extremely important as well

The hitch weight is 524lbs, which expect would increase with propane and batteries.

Your correct, I suspect that 524lbs is dry weight. The hitch (tongue weight) will change with what ever and how ever you load it into the trailer. The tongue weight should be kept between 10 and 15 percent of the total trailer weight. And, yes the Ranger is rated for a maximum tongue weight of 750lbs.

Yes, there are safety factors built into the rating number. But, you should not be playing in those areas. Huge risk factors and liability issues should something happen.
