I was looking and was thinking as the same time(a dangerous thing to to BTW). Even with that part removed, the Engine Cooling Fan should be able to pull air through regardless thanks to the Fan Shroud. If the Fan Shroud wasn't there, then I would be concerned.

It is just something that the instructions are not clear about. The fan with it's shroud should be able to pull in what it needs.

The instructions for the Performance bumpers say it stays in and there's NO way it fits. I cut mine so it would fit for about a year, just removed it, making room for the winch, which also negates it.
