If you do this test on F16, make sure that you have a device plugged into the driver's side power port to act as a load. This would verify whether there is a poor connection to the fuse F16 voltage feed or not (inside the BJB).If you are measuring voltage across the fuse socket with the fuse removed, this is not a good test of the circuit.
If you have an extra fuse, pop the top off of it. This will allow you to measure voltage to ground on both sides of the fuse while installed. You should have 12 volts on either side of the fuse to ground with the truck powered up.
After thinking it over, you might want to pull the power port socket assembly and check the connections on the back to verify they are tight and not damaged or melted. Also, look inside the power port for any physical damage to the socket.
