best to drill a new whole and tap or try to get those ones out??
Personally, I would soak it with PB Blaster for a day or 2 and try an extraction tool first.

It’s a welded nut onto the crossmember. I’d have to take a look but maybe you can get a visegrip on the broken end and keep turning it out from above? (the broken bit would be unscrewing up away from the ground) 🤞

Best option would be to use an extractor bit to get the broken bolt out. Or just drill it out and retap the nut. They’re welded onto the crossmember so you’re not getting them off… Not easily anyway.
