No, not a standard 155 for sure, or a M454 super high explosive round, a Excalibur M982 is pointed and finned for penetration. Rounded tops normally denote a gas or special purpose round as Projoe's (sp) are sharp tipped and finned. @Toytec need to show us a photo of the bottom of the casing.

The only 138 mm I am aware of was a medium sized Naval gun used by the French in WW2, I don't think the US ever had that size. And that rounded fuse/Shell was more than likely made just for the purpose you mentioned, that is shaped like a bomb not a artillery round. Looked bigger than 138mm in the photo.

The 138mm is normally measured as the Length of the cartridge case, not the diameter.
