If you go over, you can’t just pull and swipe because it will continue to unroll and there is too much paper.

You know, you may be on to something here. When there were 3 women in the house, we went through a lot of TP. Talk about cats unrolling the whole roll... Wish I would have thought about the under, pull and swipe sooner as I could have saved some $$$. I know what I'm doing to the roll in my wife's bathroom tonight... ?

if not for the cat over for sure BUUUUT with the cat on top of the tank & the roll isnt pulled all over the floor. it is a game with that cat.

That has been one of the biggest issues between my husband and myself. It just makes sense to for it to be under. Also, in my opinion, less chance for contamination.(some folks are messy)

I used to work at a place that had a hand recognition access. With the bathrooms outside. So one day I am washing my hands and a guy busts out of the stall and goes right out the door. I followed him to the secure door and after he placed his hand on the sensor and went in, I hesitated...
Luckily we had a second access door!
