I have been told by those with small children or cats that it's under because if the kid or cat plays with it they will tend to swipe down and this prevents them from unrolling the roll. Never happened with my son and I'm a dog person ?

Doesn't matter to 2 of our dogs, the idiots chew it off the roll if we don't keep the doggy gate closed. Also hang a bell from the towel rack as an early detection warning lol
