I'm guessing for electric brake controller. Nothing in the owners manual about it.

Looks like a scroll bar. I would guess that using the up/down arrow keys on the steering wheel would scroll to the next selection.

It just indicates what screen you are on in that section - scroll left steering wheel buttons up and down and it moves as you change screens. Adds no real value.
