I don't know if they're still made, but NoS used to have a kit, which puffed a small mount of NO2 into the plenum, at full throttle. This caused the turbo to spin up rather quickly, offering boost as early as 1,200 RPM. The kit worked well on my XR4Ti.
And...
once upon a time, you could buy an electric motor kit, which spun up the turbo to about 20,000 RPM. It drew about 90 amps, but worked quite well. I suspect you can't buy that anymore either!
