You may have a code locked in that is disabling the RF signals inside the APIM,
When on the Sync Screen, do you see a (Tab- Slider) for Bluetooth? to turn it on or off and is it greyed out.?

The above is an important detail for - T-Shooting

Plus, you might also look on your Sync Screen to ensure the:

Modem is displaying the ESN
You are displaying - Bluetooth & Wi-Fi Mac Addresses

I am thinking that a shorted (Coax) antenna is taking out the RF part of the APIM, even though Bluetooth is internal to the APIM itself

You may also try entering Bezel Diagnostics - (Press - Seek Up on - Steering Wheel & FCIM) simultaneously until the diagnostics screen shows, if I recall there are some signal strength parameters listed on these screens.
Mainly looking for GPS information (How many Satellites)? test when outdoors, not in a garage.

Hi,
Thank you, Airline Tech, for the suggestions, which I tried. The Bluetooth was not grayed out and I could select to connect a phone, but no phones showed up.
The modem did display the ESN and the Bluetooth and the Wifi MAC addresses did show.
I entered the bezel diagnostics and no satellites showed (tested in my driveway with nothing overhanging).
My local dealer sent a $59.95 oil change coupon, which I took them up on (and then they added a $16 "shop fee" - bait and switch) and after paying a diagnostic fee they told me the APIM was bad. I'm looking to get a replacement.

So, the rest of the story. I tried to order an APIM. Backordered for at least three months, plus, even if I could get one I would need to have it programmed at a dealer. I ended up paying the dealer $1500 to replace it. Sob. At least there is a 2-year parts and labor warranty if this one goes bad.
