Portland Oregon isn’t really any more hilly than here (you have higher mountains outside city though). I wouldn‘t expect the mpg you are getting unless I was regularly accelerating hard (full throttle) or driving hard off-road or in sand or maybe 80-90mph Highway. Even Ben Hardy YouTube video ”Ford Ranger Tremor POV Canyon Test Drive up and down a canyon outside Salt Lake City averaged 20.8 mpg.

For both our rangers we only run non-ethanol gas. 100 Synthetic Oil, and KN air filter.

21 Tremor gets 21.x mpg (mostly country rd driving).
21 non Tremor gets 25.5 (Mostly interstate driving).

Non ethanol costs more depending on where you are. But it reduces coking and increases efficiency.

I’ve got a ‘21 XLT Tremor, just did a 3000km round trip to Calgary from BC (so lots of elevation change) averaged 9.5l/100km = 24.75mpg. I run exclusively 87 octane.

I just spent a week in Buckingham County Virginia doing missionary work. Own a 2019 FX 4. Roads basically flat. Speed limits between 45 and 55 on highways, 25/35 in a small town. Generally 4 pax and a bed full of equipment (tool bins/boxes, saws, etc...) averaged greater than 27 MPG on the tank. I was a very deliberate driver...no more than 3 MPH over speed limit and very easy stops and start.
It was amazing.

It's going in on Friday. No, I am a 5-over type....so 65 max around here usually. I do occasionally have lead foot, but it's very occasional when I need to pass someone.

I have noticed that it's taken me a long time to adjust to pedal pressure. I've been dipping my toe further than I need to, so I've adjusted and using a lighter touch of the pedal. It just takes the truck a bit longer to get up to speed than my car did, and the truck can be so smooth and my perception of acceleration was wrong. I needed to just not press so hard and let the truck do it's thing.

That said, I'm at 18mpg this tank, but it's painful to constantly be bossily conscious of driving as light as humanly possible. I think, if nothing is found wrong, it's worth the couple bucks a tank to just drive "normally".

Took a scenic road trip in the Tremor and these are the stats the computer calculated. Will likely top off tank tomorrow and manually check it. If history continues to be an indicator, it will be 1 mpg less than the computer. Averaged almost 38 mph over the trip. About 170 miles of interstate highway and the rest was putting around a national park.

25-26 MPG all day every day.
Course I drive the speed limit or 5 over.
Many don't want to do that

I'm getting around 9-10L/100km (23-26mpg) using 91 octane in the summer. Winter I'm getting around 13-14L/100km (16-18mpg) with 91 octane. Long session of idling and winter gas will do that lol.

So using the Fuelly app you can see my MPG’s Not bad. I didn’t start using the app for the first 900miles. I gave the truck a bit of a break in period. Keep in mind I eff’d up adding in my fuel costs So it’s a little out on costs

Closing out the loop. Filled up today and it took 10.004 gal of 87 octane to top it off. Manually calculated it is 24.69 mpg. No complaints here. I normally get 20-21 as I am usually a short tripper in rural hilly East Tennessee.

Took mine in for an oil/filter change and had them take a look. Looks like I had a boost leak (and my butt dyno confirms it). Lets see what this next tank holds.

I reset the mpg display at every fill-up. Averaged 20-21 in mixed driving until I got bigger tires two months ago and now it's more like 19-20. I did adjust the tire size in Forscan and the mph on the speedo matches the mph on the GPS and radar signs.
My work commute is 20 miles, the first 12 are back country cowpath roads where you can go 50 mph at most, then a 4-lane highway with red lights every so often. At least three days a week I run 10 miles down the Interstate to our other facility and I set the cruise on 65, no point being in a hurry on company time.
I averaged slightly better on 89 than 87, enough that it doesn't cost any more in the end to run 89.
Tried a few tanks of 93 but saw no difference.
Most of the time I run E15 88, mpg is the same or maybe 0.5 less, but since it's 70 cents less a gallon it gives me the lowest overall cost of operation. I burn about a tank a week.
