Opened the module housing. This is what I found. There was definitely some kind of short caused by the housing touching the board.

At this point:

I would check - with PB Start (Attempt) - (Helper Required)

1. Check the Starter Relay - Coil - Power and Ground - are they being applied
2. HS1 - Can Bus activity (Does it fluctuate?) when the start signal is being applied - it should fluct slightly around the 2.5 volts (pressed) and then become stable after release
3. Does the (Check Eng) light - come on at key on

Note: since this has had airbag deploy - the BCM and RCM maresety have a (Crash Event) locked into memory - that may be preventing the start, the BCM should be able to reset, now will Forscan allow this (IDK) may require FDRS (for that deep of a level) the RCM however may need a replacement (or a bench level) reset - I would get com first to see what is being picked up by the RCM (before) we condemn it.

The Good - You have access to FDRS
The BAD - It requires a J2534 Passthrough adaptor - for use - the basic Forscan adaptors will not work. My Top-Don scanner has the adaptor (with it) and have used FDRS using this adaptor. The cheapest (non Ford) adaptor (adaptor only) that I know of is the Mongoose.

Being that the PCM does show damage - it actually does not look like that's actual (Circuit) burn as those appear to be standoff support for the board and I do not see any circuit trace - so impact damage (yes) actual short (IDK) - mainly only seeing a discolored board not melted etc. and yes it may work (if the cover is pulled up) taking the stress (flex) off of the board.

I dug deeper into the board and i think that those pins are actually power and ground feeds for the board - I can see 4 sets in the pic.
And I think this set may be the (feed for the 5-Volt) VREF circuit (step down regulation) as well as the internal 3.3 volts for the processor power as this would explain why the PCM appears dead as far a (Com) its not waking or booting up.
It may be worth a try and see if it will boot fully with the cover not touching the pin, you will still need a pcm, but at this point its just a test (how far can you get)

This is the truck I bought from the dealer as is.

Nothing changes with the PCM connected when the cover is not touching the pins. With the PCM plugged in, I probed those four sets of pins, and each pin shows 0.01 V.

Then I suspect they may all be grounds:

PCM - Disconnected
Each Pin to - Case
Each Pin to - Ground Pins on the connector

I suspect you will find continuity

I took the module to an ECU repair shop. After inspecting it, they concluded that the ECU is currently dead. They will investigate further and see if it can be repaired. I'll post an update once I have more information.

The processor (or one of the processors) has been shorted and is no longer working. I was advised to consider two possible solutions:

1. Buy a used PCM, resolder the processor onto the faulty PCM, and see if the module becomes operational. If it does, then pull all the data and clone it to the second-hand PCM (after resoldering the working processor again).
2. Buy a used PCM and attempt to program it to the car. However, there may be issues with the immobilizer (PATS). I am not sure what software or hardware they have, but I was informed that it might work-or it might not.

Hey,

Sorry it’s been such a long time since the last post. I still can’t believe it has already been two and a half months since my last post. Time really flies.

As I said, I brought the shorted PCM to one of the local shops. The guy said the part that needed to be replaced was not available to buy separately and that a second-hand ECU was needed. So I bought a second-hand ECU.

He removed the chip from the broken PCM and tried to do the same with the second-hand one. No luck. The chip did not come off. After a week or so, I got a message saying that, as it turns out, the chip we needed is available to buy separately, and he suggested doing that since he failed to remove it from the second-hand PCM. Great.

I did exactly that. Ordered the chip, which arrived a few weeks later. The wizard went on vacation. Once he got back, he resoldered the chip onto the broken PCM and guess what? No luck. The PCM is still dead, and there are no solutions or ideas from his side as to what could be wrong. All of this happened during the past two months.

I’m not sure if the original (broken) PCM can be fixed anymore, so I’m thinking of buying a VXDIAG VCX NANO for Ford and trying to program the second-hand PCM, which I hope is still not messed up by his attempts to remove the chip from it.

Now the main question is: would it work using a second hand PCM and VXDIAG VCX NANO? Both keys are available.

Not sure about the VXDIAG as far as reliability , I know the Mongoose brand is highly recommended.
Its all about FDRS - recognizing the adaptor as a (authorized) cable J2534 Passthrough, I would do some research on it - for listed as works vs actually works.

My cable for FDRS - i use is from my Topdon Scanner, so I know it works

So with using FDRS (I think it is a 72 hour use) option and a proper cable (hardwired) - never try to program this (in-depth) via Bluetooth or Wi-Fi.

You perform the PCM - PMI process and with FDRS - it downloads from the Ford Servers and when it completes then follow with PATs and then possibly the BCM and ABS or any other modules that error the VIN or configuration mismatch.
I have never performed a full PCM replacement , so just take it slow and read the steps on the FDRS screen - I know that getting past the - VIN entry - you will have to manually enter is going to be the hardest hurdle without mismatch issues.
If you can get the (used) PCM to accept the rewrite of your actual VIN#, then the rest will be easier to overcome.

The manuals are geared for - a powered PCM - Old - that can be read and saved to a file and or a new (Blank) PCM - not a used one -so this may be the hurdle to get past

Just be sure to answer (NO) when FDRS asks - is original module installed, this should force a manual VIN# entry and the truck not read the (used) PCM data, i suggest taking pictures of the (used) PCM as it may ask for Service Tag (data) of the PCM

@airline tech nice to hear back from you. Thank you for the information and tips. People seem to be able to perform at least some ECUs programming with VXDIAG, so I think I will at least give it a try.

Besides that I think I will need a constant power supply. I am thinking of something like Aliexpress link around 100 amps. This again will take a couple of weeks or so...
