I think the data represent per capita. I can say as far as Iowa goes, their winter compounds crashes & spinouts. Although improving somewhat over the last ten years, their plowing/salt/sanding lags behind other snowbelt states. Illinois is one of the best, but one of the maxims for Chicagoland is, "If your'e getting over 15 miles per gallon, You're too slow." My own Sconnie surprises me; I didn't think one could get up enough speed between taverns to kill anybody.
In the Orlando FL area, multi lane highways are to be used this way:Adding Tennessee to the list.
Most common road rules:
1. Someone behind you: Go slow.
2. Person behind you starts to pass: Speed up.
3. You pass someone but then encounter a hill: slow down.
4. You've just been passed but now you are going down hill: speed up and pass the person who just passed you. Immediately slow down at bottom of hill.
5. Turn signals: option not needed on vehicles licensed in TN.
And don't even get me started on the left lane bandits.
