Is this based upon the window sticker date or the blend date on the door? My window sticker is in this date range, but the date on the door is after this.
Not sure which they are using but I would guess it goes by the date on the door. You can check for open recalls here:

I'm on a 55mph country 2 lane highway and it goes through a small town where it drops to 35 for 1/8 mile and coming into that speed zone where we slow down it gets right up on their bumper before matching their speed.
Mine does the same, just when you start reaching for the brake, it slows uncomfortably quick, and then behaves. But when coming up on slower traffic as you describe, I see the exact same thing.

EDIT: This is a recall, not a TSB.
Was your Ranger built in the timeframe for Recall 21S52?

588 Ranger vehicles are affected (Production dates: JUN 05, 2021 - JUL 13, 2021)

Summary
"Ford Motor Company (Ford) is recalling certain 2021 Ranger and Bronco vehicles. The cruise control radar module was misaligned during production."

Consequence
"A misaligned radar module may prevent the vehicle from maintaining a safe distance from other vehicles when adaptive cruise control is active. In addition, the automatic emergency braking (AEB) system may react slowly, or not react at all, during a pre-collision assist braking event. Any of these scenarios can increase the risk of a crash."

Corrective Action
"Dealers will adjust the angle of the cruise control radar module, free of charge. Owner notification letters are expected to be mailed February 7, 2022. Owners may contact Ford customer service at 1-866-436-7332. Ford's number for this recall is 21S52."
I'll look tonight but Ford says I have no recalls.
