You’re relay coil would be energized by the highbeam circuit and run the extra lights through the NC circuit and nothing on the NO circuit. That way the extra lights will cut out when the high beams are applied

I imagine you’re going to need to bleed it as well if it’s leaking and air is getting in. On my wrangler I had to regularly fill and bleed it until I finally pulled the trans.
All that oil you see is blow by past the piston rings. Venting crankcase pressure to atmosphere hasn’t been a thing since like the 60s for obvious emissions reasons. Hence your pcv system.
