Are Tunes (Ford Performance, Livernois) Restricted to one vehicle?

There's two things in play here: Actual mapping changes, and in your example, it's a simple change of ownership. The latter should be free. As for mapping changes, what's typical for a modified map is in the range $50-$85. This is reasonable, sorry, but $300 is not, regardless of reputation.

Again, these are really easy changes, and you have no idea what they are actually doing other than what they may be telling you. Now if they are adding exhausts or other aftermarket parts as part of their mapping, that's more involved, but I don't think most go to this level of effort after create a broad, general purpose tune that can be repurposed for just about anyone. They wouldn't need to make any more changes at this point. Lastly, mapping changes are simple, really simple.

I receive two maps with the 300 spent.. each map costing (on the higher end of your reply $85..so I’ll use that number.) two maps would cost $170 the remaining 130$ I’ll just chalk up to helping contribute towards them getting California air resources board approval… (yes I do my best to remain smog legal.)

I receive two maps with the 300 spent.. each map costing (on the higher end of your reply $85..so I’ll use that number.) two maps would cost $170 the remaining 130$ I’ll just chalk up to helping contribute towards them getting California air resources board approval… (yes I do my best to remain smog legal.)
If it's approved CARB, it means they have found no negative impact in regards to smog/emissions, similar to the 19-21 Rangers, which are already California approved.

Still over-priced to be honest. Just saying. I do mapping changes for fun to help others out as it's so freaking simple.

Did you read this somewhere? $300 is ridiculous. So you like pissing away money?
Remember that if you buy new you get the software and the tuner. If I remember correctly I think I paid around $600 new for mine. I still have the thing even though I don't have my Ranger anymore. Yes it cost money and if you want to play, you are going to have to pay.

Well it's a smart move on their part but wildly disappointing. I am dying to get that extra power for sand dunes but that's a tough sell to the wife
Depending on where you are in the state I might be able to help you out.

When you buy the tuner new it already includes the tunes for your vehicle where the tuner box is not locked. If you buy one used for $600 then that is your own problem.

This is akin to BMW charging a subscription for heated seats. I bought the item, don't limit it's use to squeeze money for what should be included.

I initially went into this thinking that once the device was tied to the vehicle it was tied to only that vehicle, which is fine and fair. But it's not a real estate transaction where you need to pay someone for the facilitation of the transaction. Just remove it from Vehicle A and transfer it to Vehicle B.
If you don't want it anymore you set the tune back to stock and sell it. NOT... you bought the device and if you don't want it anymore you have to convince some sucker to pay a used price to save a minute amount of money plus 50% of the cost of a new device just for it to be functional.

It's a gross way to demand money for something you are pretending is specialized.

Some of these replies cited what mods you have made that they take into account when "designing a tune". There are very few bolt on mods that state in their installation instructions that you should have your vehicle tuned to take advantage of their stated benefits. I'd be surprised if the tunes they send you are different from 95% of the default tunes. If you have the upgraded turbo they would take that into account, but basic bolt-ons are not taken into account for their tunes... no logical person would believe that charge pipes and an intake are taken into account.

One thing I've seen advertised as a benefit for all these tunes is being able to calibrate your speedometer. Forscan does that for $12. I will not support artificially conflated products
