That could make sense, as I am usually in the process of kicking down to evade/avoid a vehicle that has caused me to maneuver. The interactive cruise control keeps the distance between the next vehicle for me. Probably the most often instance of seeing that warning is when I am in the right or middle lane and I am approaching a slower moving vehicle. If I see a line of vehicles moving at my speed or somewhat faster and I believe I am going to be "scraped off" (where I get blocked in behind the slow mover by a line of vehicles) I will kick down and get around the slow mover before the pack catches up to me, sometimes topping 80 and without disengaging the cruise control. I habitually use my turn signal when I do that, perhaps that is what the light is fussing about if I neglect to signal? I tried to duplicate that today when I was out, but there was no place around here to get to those speeds. That spot for the (Mid-Level) IPC
