I had a similar problem when we lived in Glendale. I went to the neighbors directly to complain multiple times, and ultimately got Animal Control/PHX Police involved. I hated having to do that.

Dave is right. Some folks should not own animals at all.
I tried going over there too. One day I saw her in the driveway and asked her politely to keep her dogs inside as they're always barking from being alone outside. She told me to mind my f%#$!*^ business. o_O I reminder her there was a code compliance law in Goodyear and she could have her dogs taken away and she said "go ahead and try it".

I guess it worked because after the second complaint someone from code compliance reached out to me and I told him everything above. He said he'd take care of it and must have warned her they will remove her dogs. Luckily that was the was the last of it and thankfully they moved the following year too!

https://mouseblocker.com/ Found this online and wondering if anyone has tried one. I think @subquark would be the perfect tester if not. Bet it would be more popular then dampers if it works.
At $89 I'd try it IF I could be sure it didn't draw enough to poop out Soupie. If I was clever, hooking it up to a battery pack that charges when the truck's running would seem like a good idea, but ... alas, I'm too big a weenie to try that out (again, a fear of fubar and killing the battery).

A quick Google says this: "So, do ultrasonic rodent repellents really work? The short answer is no, ultrasonic rodent repellents don't work."

And one of the features on your link Fordup says this:
  • Dual strobing white LED lights
I think that would translate to nightly raves for my engine cover mice! =D

My MIL tried this in her car. I'm still finding rat turds every time I work on it. They don't work. Trust me...

Well that answers my question. Thought it looked like something that would work and had many good reviews on Amazon. Guess I will keep looking. Maybe sticky trap fender liners, or a sticky trap engine cover .
