When I did the dash letters, I found that a pair of tweezers was the best tool for dipping the letters in the soap solution and applying them to the dash. A wooden stick match with the head removed, was useful in pressing the air bubbles out of the vinyl once they were applied.

Or the tip of an Xacto knife works really well. It will adhere to about a 64th of an inch to the blade and you can gently place it without worry about squeezing or whatnot. Been doing that forever.
