Why does Climate Control always switch back to Auto on startup?
I turn off Auto, and set something manual -- like always blow through the console vents and the temp -- and then the next time the vehicle restarts, it's once AGAIN in auto (and doing its silly strategy of uselessly blowing cold air on the windshield).

It's annoying. What am I missing on how to keep the last settings, and NOT switch to Auto on vehicle restart?

As already stated, it’s a feature in settings

To clarify:

Normal Key / PB Start = Setting the Climate Control was in at truck shutdown - Auto or Manual
The system will go to the position selected.

Remote Start = Option selected in the IPC Menu - Auto or Last Setting, this operation is only for remote start (status)
Then after full power up, key turned or PB selected, then system will go to the (Auto or Manual) position it was in at shutdown.

That should be in order. Settings >vehicle>remote start>climate control> then auto or last settings

That was my point, the OP is not specific on what scenario (Remote or Normal Start) when the issue is occurring.

I'm referring to normal vehicle start (I've never used autostart).
There is no setting that I can tell, for normal HVAC operation.

Does anyone else have thisissue?

Yeah -- mine doesn't do that for some reason.
I set temp, blower mode, and fan speed, and when I restart with the key it's back to Auto.

You might try the suggestion above in the IPC and select (Last Setting)
Try a FCIM (Self-Test) with a scan tool or Forscan
Has is ever worked (holding Manual in memory) and not resorted to Auto at start-up?

Sure, I'll try the IPC suggestion -- although this isn't remote start. Can't hurt :)
I'll also try FCIM self test
Yes, I believe it's worked before, although I don't explicitly remember it. Since I don't remember it being an issue for the past few years, it's pretty likely it worked as expected until recently. I'm fairly sure I only noticed it the last 6 months or so (I hadn't made any changes, settings or otherwise, to the vehicle at that time).

Just to clarify:

If you have the truck running and you manually select (say panel) and adjust the temperature to your preference, it the Auto (Greyed Out) on the Touchscreen and the FCIM (Auto-Button) indicator LED light (Off)

If you shut the truck off in this scenario, when restarted it should maintain the Panel Vent - Mode and stay out of Auto
