Everything under the hood stays pretty clean except this assembly, didn't want to wipe it off before I show the dealer (that I'm on my way to for oil change)

It's an engine compartment, there is nothing there to keep dust and grime from entering the engine bay. At least it isn't rats and mice.

Odd that this is the only place where anything is collecting , it's spitting or swallowing or both ? it's kinda oily...
I thought you were talking about that little bit of dirt you had. lol I have no idea but would guess some kind of relief valves that's why dirt is sticking right there?

This is one of those parts on the truck that the ford manuals do not really have a name for.

It's part of the Vacuum on Demand System for the Brake Booster, so it's known as an Aspirator Valve or simply vacuum tube assembly.
If the PCM sees a low brake booster vacuum, the valve opens and draws a vacuum on the booster.

This is such a important part of the truck, you get this for its D & O

Vacuum On Demand System

Vehicles equipped with a 2.3L engine supply vacuum to the brake booster through the use of a valve solenoid and an aspirator in the brake booster vacuum tube. When the ABS module detects a low vacuum condition in the brake booster, a message is sent to the PCM requesting additional vacuum. The PCM responds by opening the valve solenoid which allows the engine to draw air from the brake booster, increasing vacuum in the booster. Once the vacuum in the booster has reached the required level, the ABS module stops sending the message and the PCM closes the valve solenoid.

This works in conjunction with a Vacuum Sensor (for control)

a few other quick mentions and that is it.

To answer your question about the grime. It's road dirt that got kicked up from the underside of the truck and the oily film is also likely from the road and everything is mixing and sticking from a fine continuous spray. If oil were ventilating from your engine it would not "spray" all the way over there. If it did... yowza, you'd be complaining about something else haha.

What the two devices are... I dunno - AIRLINE TECH!! lol. One looks like it's connected to the AC system and the other looks like maybe connected to the cooling system?

ON AN UNRELATED NOTE - I think you're missing a hose clamp here?
