The headline on your photo says his bill DECRIMINALIZES sex with a minor, that's a straight out lie. The ONLY thing his bill changed was the criteria for placing the offender on the sex offender registry, which now treats straight and gay offenders differently.
He looked at the requirement for grown men who rape boys to be on the sex offender registry and thought, lets loosen those requirements. And did the same with people who give others AIDs without telling them. The whole point of the sex offender registry is for sex offenders to be on them. But not in CA!
Again you don't understand. This bill does NOT keep rapists off the list, it ONLY pertains to Consensual sex and still gives the judge discretion. So if a 18 year old boy has sex with his 17 year old girlfriend he won't be put on that list for the rest of his life. Currently straights and gay's are treated differently in the same circumstances, this law just applies to both the same.
