all 4 of my rotors look like about 3/8" of the rotor is not being used by the pad.

rotors too big? haven't taken wheels off to measure (doubtful)
pads to small? (maybe)
this is normal?

This is considered normal with many vehicles out there. There are plenty of brake sets where the pad contacts the rotor but some part of the rotor doe.not contact tue pad. Nothing to be too concerned about

is not exactly flat. some ridge to the area
