A good friend is considering a used 2019 Fx4 crew for his business. He hauls a 2600lb enclosed trailer. What kind of mpg would he get combined in 30/70 city/hiway?

I'm not sure how anyone could give you a realistic number...not even a close estimate. There are way too many variables that go into what kind of mileage a vehicle gets, especially when towing.

I towed about 3200 lbs with a 40/60 mph combination and got a solid 15 mpg but, as was already said, there a a lot of factors that can change that.

Wind
Aggressive driving
Weather/temp/rain

I drive like an old man.

So with sensible driving habits on relatively flat land 16 to 18 should be realistic?

I hauled a 2200lb empty dual axle car trailer from Uhaul about 4 hours (~230 miles) and averaged just shy of 17mpg, that's with some decent hills in there. Not driving particularly nice, but also taking it mostly easy, almost entirely highway.

Depending on a variety of factors (fuel, tire pressures, frontal area of the trailer, number of axles, acceleration and driving style), 16-18 should definitely be realistic.

I just got home from a trip, towing my 13Scamp.
Scamp is an aerodynamically superior trailer and mine weighs just under 2000pounds leaving the driveway.
I towed about 3000 miles from Illannoy to Florida and back at 60MPH.
I had maybe 800 pounds of cargo and crew in the truck.
I could count on 21MPG, seldom lower, often higher.
Moderate acceleration and constant moderate highway speeds are important.
My guess is that a 2600 pound stickie towed conservatively on interstate highways in good weather would yield around 16 to 18 mpg.
My 2WD Supercab STX performed very well.
Comfort was superb even after a 14 hour day behind the wheel.
Power was WAY more than needed, but hard driving will extract more from your wallet.
Stability was amazing, nothing in my experience could do a better job overall towing a Sub-3000 pound trailer.
